I would like to introduce the City of Gilmers first female City Manager, Mary Bullock, who before joining the City was a seasoned HR professional with a background in private, public, and non-profit sectors. Mary joined the City of Gilmer in 2021 and since then, she’s had a rapid rise, serving as Utility Clerk, Business Manager, and City Secretary before being named City Manager in October 2025.

Since moving to Gilmer in 2019, Mary has truly woven herself into the fabric of our community. She’s the proud wife of a 1987 GHS Salutatorian and the busy mom of twin boys who are currently gearing up for the fifth grade. She is the Vice President of the Upshur County  Friends of the Library and a member of the Rotary Club. With a BA in Psychology and a Master’s in Organizational Development, Mary pairs her professional expertise with a genuine heart for service—making her a true blessing and a powerhouse for our city.
